Kerry Doss

Principal

Kerry Doss has established a strong reputation as an urban planner, leader, manager & professional during his career. His level of training, qualifications, skills & abilities are a sought-after asset in both the public & private sector.

Kerry has in excess of 36 years’ experience in planning & urban development in QLD & NSW. He has also worked on planning projects across QLD as a senior manager and leader, planner & as a consultant to all levels of government & private industry. Kerry’s experience covers the full range of activities — leadership, management, project management, research, policy, strategy, local area planning, statutory planning, infrastructure planning, master planning, development application lodgment & assessment, development facilitation and capital project implementation.

Kerry holds board experience as non-executive Director of the South Bank Corporation and the Cross River Rail Development Authority Advisory Board.

Kerry is also:

  • A member of the NSW Government’s Biodiversity Conservation Advisory Panel

  • An alternative member of the NSW Government’s Sydney and Regional Planning Panels, and

  • An approved independent person for the NSW local planning panels

As a manager & leader, Kerry has successfully led multi-disciplinary teams & managed projects & programs with various budgets & timeframes since the late 1990s. He has also developed strong & wide networks throughout the planning & development industry and government.

He led Brisbane City Council’s Infrastructure Coordination & Financing Unit to develop a city-wide infrastructure planning & charging system. This work was both controversial & highly technical & his professional commitment to the delivery of this work has led to him establishing a respected reputation amongst local government, State Government & the development industry.

Kerry was Brisbane City Council’s Manager of City Planning & Economic Development from 2008 to 2017. As Brisbane’s most senior planner he was responsible for overseeing the planning for the majority of the Brisbane metropolitan area (approximately 1,300 km²) a rapidly growing population (over 1.1 million) & employment base. In this role, he was responsible for urban design, infrastructure planning, regional & strategic planning, neighbourhood planning & urban renewal, and heritage & economic development. This role encompassed responsibility as Program Manager for Program 3 - Future Brisbane and Program 6 – Economic Development. These programs accounted for in excess of $150M expenditure (operating expense and capital works) and over $120M revenue.

In September 2017 Kerry was appointed to the role of Deputy Director-General Planning Group, in the Department of State Development, Manufacturing, Infrastructure & Planning. His expertise was recognised by his appointment as State Planner in 2020. This is the State of Queensland’s most senior planning role. In this role, Kerry oversaw the Queensland Planning system across the State of Queensland (area 1.85 million km², 4.691 million population) and is responsible for the delivery of planning services throughout the State of Queensland. This includes managing planning legislation, an ongoing process of planning reform, regional planning, managing the State Assessment & Referral Agency, planning policy and strategy development and advice on planning matters across State Government and to Queensland’s 77 local government Authorities.

Kerry is also strongly committed to professional development & has an active role in the Planning Institute of Australia (former QLD Vice President, Fellow of the Institute and a Registered Planner), various advisory roles with Griffith University and the University of Queensland & a regular contributor to lecturing & industry presentations.

In June 2022 Kerry established Kerry Doss Consulting. Kerry Doss consulting provides town planning advice and support to all levels of government and industry.
